Al-Bahir was recorded on June 23, 2014, with an ISSN (P-ISSN: 2312-5721, E-ISSN: 2313-0083). The first issue was published in 2015 in two languages, Arabic and English, by the publisher Holy Al-Abbas Shrine (Al-ʿatabaẗ al-ʿabbāsiyyaẗ al-muqaddasaẗ), continuing to be published regularly until 2020. In 2021, the journal's scope expanded from solely engineering and Technology in general to include engineering and the pure sciences, along with the addition of a new co-publisher, Al-ʿatabaẗ al-ʿabbāsiyyaẗ al-muqaddasaẗ- University of Al-Kafeel. The journal transitioned to publishing articles exclusively in English, and a new publishing agreement was established with Digital Commons. As part of this transition, the journal's new volumes and issues numbering were renumbered in 2022. The journal is now available on its new platform at https://bjeps.alkafeel.edu.iq/journal
